That whole thing is genuinely confusing.
The complete lack of coherency and talking about mechanics that do not exist or are not relevant is the kind of thing chatGPT comes up with if you ask it to invent a new build and explain how it works.
Yeah, it's all over the place because he doesn't understand any of the game mechanics. Something like "I'm still figuring it out, but I'm enjoying int magic and dex weapons" is what a normal person would say.
