NCR is continuing the status quo which sucks. But its a hell of a lot better than the rest.
Caesar is actually described as having a "neutral" karma. He doesn't think he is evil, since people he gets killed are all barbarians anyway. Let's say he just favor order above all.
I mean, sure, the legion is portrayed as the bad guys and the game don't give you that many occasions to get to know them, but if you search for some lore about Caesar, the legion can look like a valid option without playing an evil/bad karma character, just like any other faction.

So your problem with the NCR is that they are only "enslaving" criminals instead of 50% of the population while crucifying the rest?
It's that they gave weapons to criminals and allowed them to organize. Doing so, they caused more harm than good, which would have never happened with the Legion's methods.

Yes, because the profligates usually have the option to surrender and join the legion. Those who are fit for combat can become legionaries, they don't necessarily end up crucified or enslaved.
