They conducted a study on 2,367 randomly selected twins. Those who had tattoos had nearly four times the risk of skin cancer.

Didn't see a call out as to whether or not those with tattoos were less likely to use sunblock

If anything I'd expect the opposite; many people with fresh tattoos are constantly applying sunscreen to keep it protected
