check this, https://4chan.org/index.php, looks like it bypass cloudflare, at least I don't see their check there and can access site with TorBrowser, but you still need working captcha to post

don't let them know to fix it :)

Unless your using a VPN and pay for 4chan premium, no. They can still see your IP address and hand it over if the authorities need.
