Pretty sure Pikachu's pikapi is him calling Ash's name. Closest thing Pikachu can say to Ash's Japanese name, Satoshi.

Probably just that Pikachu often says "pika pika", and sometimes variations like "pika pi"

It's Pikachu-speak for Satoshi, the Japanese name for Ash.

Actually, Ash isn't supposed to move because he's stoned, so technically everything is fine. If he was unstoned and alive but not moving, then it would possibly be correct (but would still have to be handled on a case by case basis).
