In the days of the NX-01, how would one become an officer?

There is no Starfleet academy, and I can't recall a discussion of any person from earth attending a university (apart from Archer referring to Cal, Stanford, and Texas? in Water Polo) and entering laterally through ROTC

I was watching S2 E20 "Horizon", where Travis goes back to his family ship and his mom said they were discussing his joining Starfleet 4 years prior. He had been on the ship for about a year at that point, so was he granted rank based on his experience on his family ship, or was there an OCS school?

I'm pretty sure they were using San Francisco as a fleet academy, there were a whole lot of officers there, and eventually San Francisco became where Star Fleet command was headquartered.

One other thought though, the people on NX-01 were some of the most foremost experts in their fields, Archer recruited his Comm officer from Academia, Archer himself had been assisting his father with his work on the ship itself, a lot of these people were possibly recruited straight from being Frontline experts in their field or from Academia and college.

Did Travis do any formal corresponding school education while on the ship to earn a degree?

According to memory alpha there is a starfleet training command:

Which makes sense. We know universities and such are around. Trip is an engineer, hoshi was a uni professor.
