One of the google reviews after I translated it seems to hint at something:

"I have been living across the street from this store for 3 years now. I only see dark people inside"

Another said

"What a dark store"

Anyway it's odd that a 7+ year old store with a 2.9 on google has survived this long.

That could well be a poor translation of shady

You are correct. "Duistere figuren" could be translated to "shady figures".
