Seriously tho, the book How to Hide an Empire gets into how white settlement, or the percentage of population that's white in a given state, is the #1 criteria for admittance to US statehood. Thus why the US southwest and Hawaii were the last states to be added, and why PR is still a territory, and washington dc doesn't have a vote.
