Im starting to think this brazen activity is all because the powers that be, are trying to goad the public into a reaction that will justify their permanent seizure of power, martial law

Unfortunately, I think you're correct. He's already secured the military - the first item on the agenda of any dictator overthrowing a government. I'm sure putin is dying to turn the U.S. into soviet era Russia - checkpoints, travel papers, ....
