No one can have literacy in every subject or have wholely original thought on everything. Everybody, including the most critical of thinkers, need to rely somewhat on trust and authority in experts and people with specific knowledge.
Yes, that is the basis for propaganda. It’s not directly said in this quote, but I’m pretty sure that’s basically the first chapter of the book lol
