someone builds a lemmy PWA so every user can have their own interface with api to the instance.

Fellow traveler, I'm happy to tell you that's how it is already!

The URLs like m.lemmy.world are just a convenience, and you can use Voyager, mlmym, Alexandrite and the rest on ANY Lemmy instance, whether they have set up a convenience URL or not.
