I think that any F1 driver with a "timepenalty" must serve this within 2 laps after they got that penalty. To "punish" them immediately for what they have caused (like MV in UK, LH could continue). And to avoid "calculations" of what they need to secure the best position at race ends.

So a 5 second penalty for something often quite minor or debatable becomes a potentially race-ruining 30 seconds?

If you ruin the race for other F1 driver,(not minor) 2 laps max after incident and at least 25 seconds in the pits.

The in-race graphic said that the investigation would take place after the race, so there wasn't anything to serve during the race.
