it's a decent ~~rule~~ initial assumption, especially if they have a Bri*ish or Amerikan accent
Pakistan literally has more English speakers than the UK. I think a better rule would be if they went to really expensive ivy leagues for political science or whatever the UK equivalents are, oxford I assume.
A lot of immigrants also end up losing their accent but are definitely not from the upper classes.
