Russia uses migration as a weapon to occupy its newly annexed territories.
I can’t opine on the recognition or not re: Artsakh, but regional politics absolutely plays a role. Unfortunately Azerbaijan has more Allie’s on the West than does Armenia.
However, the move from Russian gas supplies to other sources makes sense.
