Did the way you acquire the HWP change? I haven't been able to ask Cranberry about getting one, even though I completed their quest.

If it still works the same as it did a while back, you need to have certain skill levels to notice it on Cranberry. Otherwise you need to keep progressing the Hub standard quests.
