If you have Industrial Replicators though, you have the power to power them. Or maybe not, maybe Bajor didn't have the infrastructure to power them, and Star Fleet sent them with giant, but limited batteries

If you have enough capacity to power 10 you can't replicate an 11th because that would mean that you would have more replicators than you had capacity.

They had other places on the planet that wanted to use them though, and with how chaotic Bajor was post-occupation, I doubt they had a planetary power grid, so they would have been able to use more
