It's ironic that Netherlands is only the fifth highest despite being the only European nation to legalize recreational cannabis.

Recreational cannabis is not legal in the Netherlands as far as I know. It's just unenforced under certain conditions.

Personal possession of up to 5 grams and/or 5 cannabis plants is decriminalized for the general public, but it is still illegal. Sale by licensed shops is legal.

Belgium is similar, up to 3g decriminalized, but no sale is allowed, unlike the Netherlands, so Belgians legally have to go to the Netherlands to get weed. Great for the local Belgian economy ๐Ÿ˜‚

And Portugal is sitting pretty low at 5.1% even though it is depenalized here, while France is #1 with super strict laws and a lot of money going into their enforcement...
