That is literally true. If you don't fight back it's not war, it's something else. Usually colonization.
Ah yes, I remember fondly the days of school, when someone could fuck with you all day but you were the one causing trouble if you enforced your boundaries. My earliest exposure to the whole "preferring a negative peace which is the absence of tension" thing.
