I agree. Ban it all.
But the difference is that Chinese (and Russian) malware groups directly attacking US citizens and businesses have much closer ties to their government than any US groups attacking US companies do. Everyone works with hackers. But when China lets their groups do actual harm to our citizens/economy, even if it doesn't constitute an act of war, it is a clear and genuine national security threat.
We're not the only country that's had similar concerns about Chinese hardware. There's good reason for that.
