Boeing said this was the only report of this issue in the 737 MAX fleet. The rudder pedal system is identical to the prior generation 737 NG

Given how well communicated the MCAS changes were between the 737 and 737 MAX. I'd be skeptical of the claim that the rudder pedal system is "identical" between the models. I'd actually be less surprised to find out Boeing added some screwball software which locks up the rudder pedals under the specific conditions of "fuck you".
