The move comes as the expo faces mounting concerns that construction, especially of pavilions for foreign nations, will not be completed on time for the scheduled opening in April 2025.

Why does the article assume that everyone knows what an osaka expo is. Shouldn't they have at least one sentence summarizing what it is?

It's just the next world expo. I'm not sure why a Japanese newspaper would explain what the Osaka Expo is, when it's pretty much impossible over here to not see mentions of it fricking everywhere, or that horror show of a mascot?

...sorry, I live in Osaka and I've seen far too much of Myaku-Myaku on ads EVERYWHERE. It's even on the damn manhole covers.
