Sure, though the resource saving โˆ† is quite small when adhering to tenet 1 instead of 2. After all, it takes hardly any energy to send a few kibibytes of data across the internet. Even all memes combined use a relatively low amount of energy and storage, since the vast majority of internet traffic is videos and streaming:

A significantly - in the order of thousands - more efficient way to reduce would be by installing an ad blocker. It prevents web pages from loading several megabytes of tracking JavaScripts and you don't lose any functionality.
