They have never done that before, right? So, this is just so that they don't have to pay anything to FIFA anymore?

FIFA has decided to double the license costs from $150 million to $300 million. Licenses like these almost always require the product to no longer be sold if the license expires for any reason.

So since EA doesn't want to pay double for the same thing, which is ridiculous to start with, that means all FIFA titled games have to be removed from storefronts.

This is an incomplete explanation. The license doesn't apply to past titles. EA isn't continually paying FIFA for the privilege for their older titles to exist. EA regularly removes old FIFA titles from digital storefronts every year because they want players all to buy the current year.

I thought that was for newer games only, didn't know it applies to older games as well, but this move makes sense if it does.

Ironically, this probably will mean older FIFA titles will actually go up in value.

Has this ever happened before for an EA Sports title?
