The PA is Hamas’s enemy. Cutting off aid to them in response to Hamas’s actions is exactly what Hamas would want.

I get where you're coming from but hear me out: what if we fight terrorism by changing our policies in response to the fear created by terrorists?

Can you imagine how many decades ago this conflict would have ended if all nations had made Palestinian aid contingent of the aid recipients being pro-peace?

Oh, you walked away from the the negotiating table again? Hope you don't get hungry any time soon.

Instead they dumped money on Arafat, who continued to use terrorism against Israel, and died a billionaire while his people lived in poverty.

They've also dumped money on Israel while it continued to maintain an apartheid regime and carry out war crimes. Maybe if more countries had made Israeli aid contingent on the aid recipients being pro-peace as well, you'd have a point.
