Damn well better, cracking down on modders is a spectacularly stupid way to undermine the popularity (and sales) of your games.
At the end of the day, allowing (better yet, supporting) modders helps everyone including the publisher.
They don't want to piss off modders, how will any of their games get finished without them?
They don't interfere with Minecraft either, as far as I know. Good for them.
Now they need to stop interfering with windows
