My understanding is that 1-800-gambler is how casinos were able to be legalized in Maryland. Instead of paying taxes, casinos have to pay some fixed cost to fund anti-gambling programs.

I'm gonna take a stab in the dark that this billboard is just as effective as any program that is funded by the casino industry.

It'd be even funnier if they had "Would you gamble with those odds?" in a real serious tone, trying to make it relevant to gamblers, but yeah gambling addicts go yeah, 4:1, "I win these" "the quiters go bankrupt, gotta roll to win"

The problem is that humans don't understand odds and xcom pretended that wasn't the case. 90% doesn't mean "guaranteed thing" it means "1 in 10 chance to miss".
