From the article it seems like a lot of these changes are just the ones already made in 2.0/PL. So I looked at the mod page directly on Nexus, and for all the talk of it being "more alive", it really just means more violent. Cool if that's what you want, but I think NC already has the right amount of violence for me.

I was going to say, I am using mods but not that mod, and I’ve definitely had gang members in active engagements with the police fly by me, giving me the option to engage. Is that not supposed to happen?

I've seen this a few times but I feel like they're hard coded

this mod is more dynamic. and I never saw any chaos while on foot

I initially thought the article was a latecomer report on vanilla 2.0, but then mods were mentioned, and it made more sense.
