I knew Chicago got screwed but I didn't realize how bad. Seems like several groups should face major lawsuits over this mess, most of all Morgan Stanley. Personally, I think the city should fuck with the company in ways the lawyers never thought to put in a contract, like passing a law that parking fees must be collected in pennies or that all ticketing personnel must be licensed accountants.

Illinois politics is as corrupt as it gets, at least in a first world country. I can promise you nearly everyone involved in these deals was compromised from the hop. On a separate note, they used to accept pennies at tollbooths because "Land of Lincoln", so maybe they can lean on that for your plan.
