They will be asked politely not to do it again (they will continue doing it).

we may have to start making excuses for the lack of terror
10 years ago I was earning $2.13/hour as a tipped wage earner. Employers are "supposed" to give you the regular minimum wage if your tips don't make up for it, but I imagine a lot don't, and I imagine this happens in every state with similar tipped wages
But remember, it is China that routinely underpays their workers, I know because I watched several documentaries on it in highschool and college.
