Biased headline. It's not Hamas fighters or "terrorists" returning, but civil servants like police officers and municipal workers, including teachers. The headline is left intentionally ambiguous.

It seems more obvious to think they never left. Wonder if Israel is really trying or they're happy enough exterminating civilians.
