Not quite what you asked for but can be pretty useful - Image toolkit

You can use Fossify gallery with this app to get some basic editing done.

Indeed, for some reason it's just called "Image resizer", while the actual amount of functionality is astonishing. There's everything you could think of while processing images.

Try fossify gallery. It has at least some editing features.

Apart from Fossify Gallery, Snapseed by Google poorly is the only good editor and works without internet.

Krita is completely ported to android but the UI is just for Tablets
