He's basically saying that they're too rich to care about Huey's antics. There's a lot of context being left out of the meme but basically Huey has a reoccurring dream in this episode that he reveals to a bunch of white rich people at a garden party that "Jesus was black, Ronald Reagan was the devil, and the government is lying about 9/11" and the white people go crazy and start rioting, in the meme Huey's grandfather is showing Huey that his dream was wrong because these white folks are too rich to care about what Huey is trying to tell them.

It is from an old cartoon called The Boondocks. It is great! You should watch it! One of the main characters is a radical leftist, the kid that you can see in this comic.
