They're the national guard and the national guard dressed in class A's in public unless they're going into battle. It would be a bad look to dress for combat against a bunch of hippie protesters. Yes, I recognize the irony considering they're holding loaded guns with bayonets affixed.

I'm completely ignorant of your countries armed forces split, but in theory, who are these guys supposed to fight against? Is it like people defending the king or something?

In practice, is it hippies, black lives matter and people against genocide?

Each State has its own National Guard. They're used to protect the State, which usually means being deployed against rioters and that sort of thing. They also help out with labor during disasters like Hurricane Katrina. They can be activated by the US president and deployed overseas, but they're usually used domestically by State Governors.
