I'm not clear on how world records in FMC work. If the current WR is below God's number, are future WRs contigent on getting luckier and luckier scrambles?

Yes. I think that there will be a lot more of "16s" WR before there are a 15. 16 moves is less than 3% of solutions, 15 is about 0.2%.

Interesting. If humans can't get "better" at FMC (just lucky) is the event kind of "over", in some respects?

Seems like reducing the allotted time (speed FMC?) or adding more puzzles (multi FMC?) could add some excitement back into the event.
