From launch?! That’s huge! I’ll probably buy it anyway at some point on sale if it is as good as their last.

Yeah from launch :) CKIII is also part of the Gamepass since launch. Victoria 3 however is not.

Has modding gotten any easier on gamepass? I subscribed long ago for cheap, but the game files seemed more locked down and harder to mod at the time.

I've never played CS or any other city builder but love EU4, Stellaris, and Victoria 3. CS always struck me as a very different genre - I wonder what the overlap in the Paradox community is. Did anyone here go from grand strategy -> city builder? How was the learning curve?

I'd say the overlap is mainly in the "this was huge in PC gaming back in the 90's" angle, more than anything genre-specific. CS is like Sim City but better and more modern. It has real-time water and traffic simulations, so your landscaping, road network, and public transportation options all matter.
