Google Lens says it's a Signal Fly, does look similar!

I've found a Canadian site describing it. It has a similar wing pattern, and it says that they're "reportedly attracted to sweat", that would explain why they're driving OP nuts.

I'm absolutely not an expert in the field, but for identification is usually best to provide time of the year and location, since they greatly improve the chance of correctly recognizing the animal
