I was wondering this too, seems like all the planets have an evolution percentage but I didn't see anything that used it on Fulgora and I don't know if the worm on Vulcanus are affected by it either.

Is the space age expansion/update whatever done? Or is it a stream of update? Id like to play it when it's ready and done since im so busy atm.

It is quite done except for bug fixes. Wube released it like a kraken, all at once and with like double the content of the base game.

Noticed this when I first "went" to Vulcanus, i.e. remotely operated a spaceship to go to Vulcanus and realizing I need to be on the spaceship. This spaceship was damaged enough that it couldn't make the return journey, and I noticed a climbing evolution factor. It seems to not affect anything though.
