Hexbear is one of the oldest Lemmy instances after Lemmy.ml and lemmygrad.ml. It was created back when Lemmy didn't even have federation, so it makes zero sense to say it was set up to spread propaganda; there was nowhere for it to spread.

I actually mostly agree with you, especially in the context of Mastodon. Medium sized instances blocking other medium sized instances make the fediverse a more diverse place and make what server you're on a meaningful choice. But this is more like mastodon.social blocking kolektiva.social in terms of dynamics. The instance sizes make it not as healthy.
