Everyone's discussing ODing on OTC pain meds but the bigger part of this story is why he's in so much pain for so long without being able to see a Dr and receive treatment for chronic pain.

I did Amazon since you can easily put in the exact amount from the payment. You can do the same for Target. I've also used these types of refunds to make a partial payment on some of my utility bills.
I agree with you, it should be regulated. But if you'd clicked through they give you an image of a credit card that doesn't need the app. I used it to buy a gift card from a store I regularly use that way it doesn't expire or accumulate BS fees.
