It seems to me this might be just a data sharing program, as to what I learned from the WEC community on reddit. McLaren used to use Toyota's wind tunnel which I think is in Cologne. McLaren might not be using that wind tunnel anymore and in return they take Rio as a reserve driver to still have some data shared between the two manufacturers.

I find this strange. Cadillac partners with Chip Ganassi and Action Express, two rivals of Andretti in the US racing scene, to run their LMDh in IMSA and WEC. Not even there they design their own car, the hybrid system is spec and the chassis is made by Dallara.

In contrast you have the LMH cars, also in WEC and running in the same category, where the whole car is created by the manufacturer (Toyota, Ferrari, Peugeot), much more expensive but still way cheaper than F1.

If not even in WEC they could commit to have their own design car, I find it strange they could create a whole F1 team out of nowhere. Maybe they would also like to partner with someone to design their F1 chassis like Haas does with Dallara?
