I watched that one a few weeks ago. Great episode!
It was actually James Cromwell who triggered this for me! I was watching the DS9 episode from pic 2
He knows when Picard is sleeping. He knows when he's awake.
I think it's something she would say to other people if she was trying to get something from them.
But I think Garak has higher standards.
I remember it well. 9/11 did change lots of things (not for the better either), but it did galvanize the nation. Now my son has to have active-shooter drills in school and we have to act like it's normal. I guess that is new/changed.
If Ulvade and/or SandyHook didn't change anything, nothing else will. :/
