One of the main methods of video delivery is actually by sending a series of 2 second video clips over http. So it would not really take much processing power to insert ads in the middle, it’s not like they are having to encode video or anything.

I was taught it was the responsibility of the car getting on the highway to match the speed of the cars on the highway. Dreamquest was the original roguelike deck builder, and it had a lot of depth that you wouldn’t expect from its shitty art, I think it’s still worth playing.
