The issue is the age requirements. It's clear that if it was legal for him to date younger, he would be happier.

Naw, the issue is that he's been conditioned to think that's prime real estate and that he should want to try it once. You could lie about your age and he wouldn't know any better because he's literally got no taste. He'll take it based on the number because he actually doesn't know what he wants. I'm pretty sure he's hoping to learn what it is that he should want.

It's also possible he's a straight pedo and just making an effort to walk the line. If that's the case, I can respect the effort, but still think he's just actually tasteless.

Yikes? What's your issue? Nobody decides what to like. A dog naturally wants to tear apart rabbits which is brutal and awful, but you can teach them better and they're fine. Young girls who shouldn't be making decisions about consent can still look like girls that can, so there's no physical reason not to be attracted. You don't gotta break your brain to choose what's right.

You can sit there and think it's icky, but nobody is bad just because you don't like that they like something. They're bad if they knowingly take away the rights of someone else.
