The list of cities where this is available simply reaffirms the AP's take on dateline cities. It's a useful list for geography buffs but incompetent at suggesting the scale of operations for anyone else.
I would be very surprised if that is why Amazon chose those cities. Having worked there, they would have pulled demographic data to see how many new cars are sold each year and released in the highest volume cities with dealers willing to work with them.
