What does this mean? I've been trying to decouple from Google for a while now and this sounds like something I should do

As sfloss said about fdroid. Also there is droidfy which uses primarily uses fdroid repo. You can also add additional repos through it and there is obtanium for updates from single source. Aurorastore for google play(available on fdroid) apps without the trackers when it works (getting difficult to use auroratracker on anonymous mode because google is cracking on it) although I only use fdroid apps. My android phone lets me disable play store and play services. I recommend getting an app called shizuku and adb shell of your preference to give yourself higher user privileges (not root) that combined with adb shell or an easy to use application like canta (comes with instructions about what they do and which ones are safe to remove) will let you delete android inbuilt spyware and also disable apps like google play services. After all that you can use something like nextdns as filter and block dns requests for adware/spyware. GrapheneOS is great but only works with pixel phones unfortunately.

F-Droid is an Android app repository that only contains FOSS applications. You can install it on any Android phone and use it as your primary app store.

Disabling the Play Store and Play Services is tricky because Play Services is embedded pretty deeply into the Android operating system, so I'm assuming OP is using a degoogled Android custom ROM like LineageOS or GrapheneOS.

I blocked it with shizuku privileges and used dns filters. I wish I had a pixelphone though for a complete solution though. I could do better with a systemwide firewall with root I guess.
