Actually, contrails do have a slight climate impact. Not controlled of course.

Don't they slightly increase rain and slightly decrease UV? The particulate in the exhaust acts as nucleation sites for water droplets and crystals.

They're referring to the fact that dihydrogen monoxide is a GHG
