Soap bags exist and are awesome. Also, do not leave your soap in the soap tray, unless the soap tray has drainage.

Otherwise you just get a soupy mess

I always just get the new bar and the old sliver wet and press them together.

This is the way.

But I will say, the cheaper soaps tend to crack and disintegrate and make this harder to do.
