Out of curiosity, is anyone allowed to dress up like that? What if everyone just decided to wear masks, camo pants, and hats?

They clearly don't have to identify themselves - why should we?

There may be states where the masks are a problem, but generally yes.

In most states you don't have to unless you're driving a car or suspected of a crime. Cops are going to bust your balls pretty hard though and may hit you with a BS resisting or obstructing charge that will get thrown out after you spend a night in lockup.
