The further I think on it and try googling, I can't find anything on it. I know it's a scene from something, but I'm starting to think it was a movie not TNG

I was thinking that perhaps you're thinking of the one where the bynar improve the holodeck and Riker makes his ideal woman in that. Pretty sure it's first or second season. Beardless Riker.
