No, the real victims are the children who were killed in a hospital or school bombing by the US. If the US is terminally weakened it may be less capable of bombing schools and hospitals halfway across the world.
I couldn't get very far through this briar-patch of buzz-words. But the collapse of the Soviet Union was brought about by material economic conditions, not by jumping up and down on their own dicks the way America is handling it.
I suspect the apt model for America's future is the British Empire.

Split into a hundred pieces. It's long been a country with tons of internal divisions who hate whomever happens to be ruling in Moscow.

Before the Byzantine conquest, Eastern Europe was one country (from the Danube to the Don and the Caspian Sea, and from the Baltic Sea to the Black Sea).
